The Pakistan Environmental Protection Agency has published Pakistan Environmental Assessment Package in 1997 which includes procedures and guidelines for preparing, filing, reviewing and approval of environmental assessments.

- Policy and Procedures for Filing, Review and Approval of Environmental Assessments
These guidelines define the policy context and the administrative procedures that will govern the environmental assessment process, from the project pre-feasibility stage, to the approval of the environmental report. According to the procedures laid out in the policy guidelines, IEE’s or EIA’s are to be filed with the EPA of the province where the project is to be implemented. The PEPA has, however, been given the right to review any environmental report at any time and the power to revoke the decision of the provincial EPA, if it deems this to be necessary.
- Guidelines for the Preparation and Review of Environmental Reports
It requires proponents to prepare terms of reference for the environmental assessment reports. It requires that all studies should contain baseline data on the area and must contain an assessment of the potential environmental impacts and the recommended mitigation measures.
- Guidelines for Public Consultation
These guidelines are a part of a package of regulations and guidelines. It provides assistance throughout the environmental assessment of project by involving the public which can lead to better and more acceptable decision-making.
Public involvement, undertaken in a positive manner and supported by a real desire to use the information gained to improve the proposal, will lead to better outcomes, and lay the basis for ongoing positive relationships between the participants.
- Guidelines for Sensitive and Critical Areas
These guidelines provide a list of ecologically and culturally sensitive sites to assist in the identification of sensitive and critical areas in Pakistan such as protected ecosystems (national parks, wildlife, sanctuaries and game reserves) as well as protected archaeological and cultural sites. The environmental assessment process for any project proposed to be situated in a critical area has to be conducted in close collaboration with the relevant government departments to enable the thorough evaluation of potential significant impacts.
Further, there are some sectoral guidelines for various types of projects.
- Sectoral guidelines for environmental reports – Major thermal power stations
These guidelines deal with major thermal power plants which will be defined as those producing electrical energy from fossil fuels (coal, gas or oil). There guidelines will assist proponent to identify the key environmental issues that need to be assessed as well as mitigation measures and alternatives that need to be considered in the actual EIA.
- Sectoral guidelines for environmental reports – Major chemical and manufacturing plants
This guideline deals with major chemical and manufacturing plants. These plants may involve the production or storage of chemical substances (including reactive, toxic of flammable liquids, vapors, gases and solids).
- Sectoral guidelines for environmental reports – Housing Estates and New Town Development
These guidelines look specifically at environmental impacts at the project level and consider the development of new sites for housing estate and new township development. Site selection and design issues are exmined and the guidelines go on to examine the environmental impacts which may be experienced during the construction and operations phases of a project.
- Sectoral guidelines for environmental reports – Industrial Estate
These guidelines relate to all new public and private industrial estates. they also relate to any extension or new phase of an existing estate.
- Sectoral guidelines for environmental reports – Major Roads
Roads of intermediate scale, and the rehabilitation (including sealing) of major routes is covered in this guideline.
- Sectoral guidelines for environmental reports – Major sewerage schemes
This guideline identifies and explains issues that should be addressed for a sewerage system proposal.
- Sectoral guidelines for environmental reports – Oil and Gas Exploration and Production
This guideline identifies and explains issues that should be addressed for a proposal involving exploration for, or production of, oil and gas.
- Sectoral Guidelines for Upstream Petroleum Sector – Onshore
Pakistan Petroleum Exploration and Production Companies Association (PPEPCA) in collaboration with Halcrow also published guidelines for environmental report – upstream petroleum sector in September, 2004.
