Sindh Occupational Safety and Health Act, 2017

The Sindh Occupational Safety and Health Act, 2017 is the main provincial legislation providing a framework for occupational safety and health at workplaces in Sindh. It was passed by the Provincial Assembly of Sindh on 17 November 2017, assented to by the Governor on 26 December 2017, and published as Sindh Act No. I of 2018.

Key Provisions

  • Section 2 – Applicability of the Act: Applies throughout Sindh and to places of work, excluding mines, subject to specified exemptions.
  • Sections 4–7 – General Duties: Duties of employers, self-employed persons and persons responsible for workplaces.
  • Sections 8–10 – Safety & Health Requirements: Requirements concerning occupational safety and health arrangements and regulations.
  • Section 11 – Safety & Health Representatives
  • Section 12 – Safety & Health Committee
  • Section 13 – Training of Safety & Health Representatives
  • Sections 14–18 – Workplace Safety and Enforcement
  • Section 23 – Notification and Investigation: Covers accidents, dangerous occurrences and occupational illnesses.
  • Enforcement, offences and penalties: The Act establishes enforcement provisions and penalties for non-compliance.

The Sindh Occupational Safety and Health Rules, 2019 were subsequently made under this Act and provide more detailed workplace safety requirements.
